Mark was born and raised on a small farm in Seneca County, Ohio where he served his home community in county government for over 35 years. Mark graduated from The Ohio State University in 1990 with a degree in Agriculture where he studied Economics. After graduation, Mark began his career as a technician at the Seneca Soil and Water Conservation District. Mark moved into the role as District Program Administrator where he oversaw the transition of conservation into Nutrient Management and Phosphorus reduction planning. In 1996, Mark became the first Director of Planning for the Seneca Regional Planning Commission where he oversaw its creation, and developed Subdivision Regulations and Construction Codes for Seneca County. In 1997 after establishing the Commission, Mark joined the Seneca County Engineer as an engineering technician and went back to school where he earned his Civil Engineering Degree from the University of Toledo in 2000. Mark went on to earn his Surveying Degree from Owens Community College and was appointed to the Office of Seneca County Engineer after the retirement of the prior Engineer. Mark has served as Seneca County Engineer since 2007.
